Presidential decisions finalize the sale of lands in Ankara, Aydın, Antalya, İzmir, Muğla, and Van


Several Presidential Decisions have approved the sale of state-owned properties following tenders conducted by the Privatization Administration. Key sales include a property in Ankara Çankaya sold to Yunis Aydın (50.25 million TL); lands in Aydın Didim sold to Prestige Emlak (176 million TL), the Cengiz Erzurum/Cengiz Karaarslan Joint Venture (148 million TL), Premium Turizm (151 million TL), and Ege Yonca Yapı (158.5 million TL); and a large Social Security Institution property in Aydın Kuşadası sold to Çimstone İnşaat for 1.648 billion TL. New Properties Added to Privatization Portfolio


Lands in six provinces placed under privatization scope; Iğdır land transferred to DSİ


Two Presidential Decisions have placed several state-owned properties into the privatization scope and program. These include six properties in Ankara, Aydın, İstanbul, and Muş (Decision 10924) and four properties in Bursa, İstanbul, and Manisa (Decision 10925). The privatization processes are to be completed by the end of 2028. Additionally, Decision 10926 authorizes the transfer of a property in Iğdır (Karakoyunlu), currently owned by Ankara Doğal Elektrik, to the Treasury for allocation to the State General Directorate of Hydraulic Works (DSİ) as an emergency response area.

Promotion of Judges and Prosecutors


HSK publishes lists of judicial personnel promoted to higher degrees


The Council of Judges and Prosecutors (HSK) has published extensive lists of judges and prosecutors in both the adli (civil/criminal) and administrative judiciaries who have completed the necessary service periods to be promoted to higher degrees (ranging from the 2nd degree up to the 8th degree) as of December 2025. The lists include the names and current duty stations of hundreds of judicial officials. A separate list details those who have been promoted to the first class (1st degree) and are subject to inspection.

Amendment to Coastal Law Implementation Regulation


Ministry updates definitions and critical dates regarding partial construction


The Ministry of Environment, Urbanisation and Climate Change has issued an amendment to the Regulation on the Implementation of the Coastal Law. The amendment updates the definition of the "Ministry" and revises the reference date in the definition of "Partial Construction" and Article 16 from "11 July 1992" to "17 April 1990." This change impacts how coastal lines are determined in areas with partial or total construction before the specified date.

2025 Foreign Exchange Valuation Rates Determined


Revenue Administration sets exchange rates for tax valuation purposes


The Revenue Administration has published the Tax Procedure Law General Communiqué (No: 590), establishing the foreign exchange rates to be used for the valuation of foreign currencies that do not have

a stock exchange value for the year 2025. The list includes rates for numerous currencies; notably, the valuation rate for 1 US Dollar is set at 42.8623 TL, and 1 Euro is set at 50.4532 TL.

Central Bank Repeals KKM Support Communiqués


Support for converting TL and Gold into protected deposits ends


The Central Bank of the Republic of Turkey has issued two communiqués repealing previous regulations that supported the conversion of assets into currency-protected deposits (KKM). Specifically, the "Communiqué on Supporting the Conversion of Turkish Lira Deposits and Participation Accounts" (2021/14) and the "Communiqué on Supporting the Conversion of Gold Accounts into Turkish Lira Deposits and Participation Accounts" (2021/16) have been abolished.

Amendment to Required Reserves Regulation


Central Bank updates reserve ratios for TL liabilities


The Central Bank has amended the Regulation on Required Reserves (Communiqué 2013/15). The new reserve ratios for Turkish Lira liabilities are set as follows: 17% for demand and notice deposits and maturities up to 3 months; 10% for maturities up to 6 months, 1 year, and longer; and notably, 40% for accounts with maturities up to 6 months that are provided with Central Bank exchange rate/price protection support.

Van Execution Judgeship issues notifications for return to open prison


The Van Execution Judgeship has issued public notifications regarding convicts Cafer Basut and Yiğit Caner. Due to their failure to comply with probation terms, their request to return to open prison has been accepted. Police Equipment Exchange Tender


Emniyet to exchange scrap materials for new computers and surveillance tech

Cancellation of Ban on Construction Inspection Firm


Ministry reverses ban on Egeinci Yapı Denetim following court order


The Ministry of Environment, Urbanisation and Climate Change has announced the cancellation of a one-year ban previously imposed on Egeinci Yapı Denetim Ltd. Şti. This decision follows a ruling by the Ankara Regional Administrative Court, which overturned the initial administrative court decision. The firm will
